eBay's $0.30 makes a $5 sale cost 19.6% instead of 13.6%. PayPal's $0.49 makes a $5 payment cost 12.8% against a headline 2.99%. Stripe's $0.30 makes the same $5 cost 8.8% rather than 2.9%. None of these are minimums, but the effect is identical: the smaller the order, the further your real rate drifts above the advertised one.

The processors flip position on small amounts

On $1,000, Stripe at $29.30 beats PayPal at $30.39. On $5, Stripe costs $0.44 and PayPal $0.64, a much wider relative gap, because PayPal's $0.49 fixed fee dominates at that size. Any recommendation about which processor is cheaper is meaningless without an order value attached.

The fix is a floor, not a better platform

Raising your minimum order or project size changes your economics more than switching platforms does. A freelancer who stops taking work under $50 moves from an effective 25-50% to a clean 10% without negotiating anything. A seller who bundles $5 items into $25 lots cuts the effective rate by five points. The fee structure rewards larger transactions, so make yours larger.
